Prezydent Korei Południowej przedstawił pięcioletni program rozwoju

Prezydent Lee Jae Myung przedstawił w środę szeroko zakrojony pięcioletni program rozwoju, wyszczególniając 123 zadania krajowe, od reformy konstytucyjnej po wzrost przemysłowy i sprawiedliwość rynkową.

Plany obronne obejmują budowę elitarnych sił zbrojnych przeciwko zagrożeniom nuklearnym, rakietowym i cyber ze strony Korei Północnej, reformę wojska w celu sprostania wyzwaniom demograficznym oraz uczynienie Korei Południowej jednym z czterech największych eksporterów sprzętu obronnego na świecie.

W planie gospodarczym jako strategiczne sektory wzrostu wskazano sztuczną inteligencję, biotechnologię, transformację energetyczną, półprzewodniki i akumulatory wtórne. Zadania obejmują stworzenie niezależnego ekosystemu sztucznej inteligencji, opracowanie półprzewodników nowej generacji, rozszerzenie dostępu do danych publicznych, utworzenie „mega stref wolnych” bez regulacji dla przemysłów high-tech oraz uruchomienie Narodowego Funduszu Wzrostu o wartości 100 bilionów wonów (72,6 mld dolarów). Inne propozycje mają na celu podniesienie rolnictwa i rybołówstwa do rangi strategicznej dla kraju, wprowadzenie podstawowego dochodu dla mieszkańców wsi, rozszerzenie rynku treści K-content do 300 bilionów wonów oraz przyciągnięcie 30 milionów turystów rocznie.

Działanie administracji obejmuje wizję „kraju, w którym władzę sprawuje lud, Korea, w której wszyscy żyją razem w szczęściu” – popartą trzema zasadami rządzenia i pięcioma celami narodowymi. Dwanaście „priorytetowych zadań strategicznych” otrzyma wszelkie zasoby polityczne, w tym wśród celów wskazano wzrost indeksu Kospi do 5000 punktów, wejście do pierwszej trójki potęg w dziedzinie sztucznej inteligencji oraz rozwiązanie kryzysu demograficznego.

Rząd planuje zainwestować 210 bilionów wonów (148 mld USD) w ciągu pięciu lat, finansując te działania ze wzrostu dochodów i ograniczenia wydatków. Nadzór i koordynację wdrożenia strategii sprawować będzie nowa Krajowa Komisja ds. Strategii Przyszłości.
